African American Mayors Association Applauds House Passage of Landmark 21st Century ROAD to Housing Act

(Washington, D.C.) – The African American Mayors Association (AAMA) today applauds the House for the passage of the 21st Century Road to Housing Act, a significant bipartisan step toward addressing the nation’s growing housing affordability crisis.

“For far too long, cities across this country—particularly those led by our mayors—have been on the frontlines of an ongoing housing emergency,” said AAMA President and Baltimore Mayor Brandon M. Scott. “This legislation represents meaningful progress to ending that crisis. By increasing housing supply, modernizing outdated federal housing programs, and expanding access to manufactured housing, Congress is recognizing that we must meet the scale of this crisis with urgency and innovation.”

Mayor Scott also emphasized the importance of provisions included in the bill aimed at curbing the influence of institutional investors in the housing market. “People live in homes, not corporations. Yet in many of the cities we represent, families are being outbid and priced out by Wall Street-backed investors who turn starter homes into permanent rental assets––particularly in Black and brown communities. This provision is a critical step to making the housing market fairer and opening more pathways to homeownership for working- and middle-class families.”

The renewed focus follows the Trump administration’s call for the House to advance Senator Reverend Raphael Warnock’s bipartisan ban on large-scale corporate purchases of single-family homes.

“America’s mayors are ready to deliver,” Scott added. “We look forward to working with Congress and the Administration to ensure these investments translate into real, affordable homes in our communities.”
